Flag questions for higher or lower frequency of appearance.

In individual study, some questions, regardless of subelement, are more challenging than are others.
In group study, various questions are more challenging for some group members than for others.
Although the algorithm does a good job of repeating incorrectly answered questions, it would be helpful to allow users to flag specific questions for a greater degree of review, and/or placement into a separate question pool containing only flagged questions.
