Combine question pools in transistion years

Offer a question pool that has the current pool expiring plus the new questions. This will allow someone that doesn't know when they will be ready for the test to study with a slightly larger pool and not have to worry about when they take the exam

This is definitely something we will consider; honestly I'd 100% like to do it it's just a question of deciding if this is important enough to put off other planned things
